The electricity sector has seen significant regulatory developments in recent weeks, highlighted by Provisional Measure No. 1,300/2025, which proposes a broad reform of the legal framework. Key provisions include:
- Full opening of the Free Energy Market (ACL);
- Elimination of incentives for certain energy sources;
- Restrictions on self-generation of energy;
- Creation of a Supplier of Last Resort and new mechanisms for tariff reduction.
In addition to its immediate effects, the market is closely monitoring the potential conversion of the Provisional Measure into law and its regulation by ANEEL and CCEE.
Other relevant developments during the period include:
- ANEEL approved new financial sustainability criteria for distributors and rules for access to the Basic Grid;
