VALOR INTERNATIONAL | Companies to begin testing new tax on goods and services system in July

Starting July 1, the Brazilian Federal Revenue Service will launch the pilot program for the CBS — a new tax set to replace PIS, Cofins, IOF-Insurance, and part of the IPI. Around 500 companies are expected to participate in the testing phase in 2025, a crucial step in preparing the market for the changes that will take effect in 2027. The goal is to evaluate the performance of the new contribution’s operating systems in a controlled environment.

According to Maurício Barros, our Tax partner, this phase is strategic. He highlights that allowing taxpayers to test the system in advance provides greater legal certainty and predictability. The new approach — fostering more collaboration between companies and the Revenue Service — marks a positive shift from the current tax calculation model, helping to reduce risks and increase confidence in the tax process.
