O&G Newsletter – November 2025: Permanent Offer, CCUS, Natural Gas and Biofuels

November 2025 brought significant regulatory progress. Check out the main highlights of this edition of our Oil & Gas Newsletter: 

  • ANP includes 275 exploratory blocks and 5 areas with marginal accumulations in the Permanent Offer under the Concession Regime, totaling 451 blocks across 11 sedimentary basins 
  • Law No. 15,269/2025 maintains CNPE’s authority to define natural gas reinjection limits in new exploratory blocks, but vetoes changes to the reference price methodology 
  • MME opens Public Consultation No. 205/2025 on regulation of CCUS systems, designating ANP as responsible for authorizing and supervising these activities 
  • ANP approves Action Plan to review natural gas transportation tariffs (2026-2030), with completion scheduled for May 2026 
  • ANP holds Public Consultation No. 13/2025 on mandatory individual targets for biomethane use by natural gas producers and importers 
  • MME opens Public Consultation No. 204/2025 to regulate ProBioQAV (National Sustainable Aviation Fuel Program) 
  • MME proposes that biodiesel in the mandatory blend be produced only by ANP-authorized units, with a minimum of 80% from producers holding the Social Biofuel Seal
