From pre-salt to biomethane: what changed in the O&G sector in April?

Fifteen new exploratory blocks, an unprecedented decarbonization target for natural gas, and a new regulatory framework for fuel subsidies: April 2026 concentrated some of the most relevant decisions in the oil and gas sector in recent months.

Our experts highlight the inclusion of 15 new Pre-Salt blocks in the Permanent Offer (OPP) in the Campos and Santos Basins, the initial 0.5% GHG emissions reduction target set by the CNPE for natural gas producers and importers, and ANP Resolution No. 1,000/2026, which regulates the economic subsidy for diesel and LPG.

And more: the first Biomethane Origin Certification Agent (ACO) accredited by Instituto Totum; the requirement that 80% of commercialized biodiesel must come from producers holding the Social Biofuel Seal; among others.
